Installed electrostatic discharge (ESD) flooring has no single sampling count that applies to every test. Several methods require at least five tests, but the measurement, floor area and location rules differ. STM7.1 counts resistance-to-ground and point-to-point tests separately, while TR53 leaves compliance-verification sample size to the organization. After selecting the appropriate test, use the method-specific requirements below to plan the measurements and locations. The documents cited below include ESD Association standard test methods (STM) and a technical report (TR). The ANSI/ESD methods are approved by the American National Standards Institute (ANSI). ASTM F150-25 is published by ASTM International. FAA-STD-019f is a Federal Aviation Administration (FAA) standard.
Sampling requirements by test method
Each sampling count applies to its named document, measurement and test purpose. Tests and individual readings are not interchangeable.
| Source and provision | What is measured | Minimum count | Area basis and location conditions |
|---|---|---|---|
| ANSI/ESD STM7.1-2020, sections 6.2.1.7 and 6.2.2.7: installed product acceptance | Resistance to ground and resistance point-to-point; both required and each counted separately | Five tests in different locations for each measurement | Five tests per contiguous flooring system area (one continuous area), or five tests per 500 square meters (m²), whichever is greater. For static control floor mats, one test per 2 m² for each measurement. |
| ANSI/ESD STM97.1-2025, section 6.3.1: installed-floor qualification subject to the conditions below | Footwear/flooring resistance in combination with a person | Five tests in different locations | Per contiguous area of less than 500 m²; on every 500 m² of a contiguous area greater than 500 m². |
| ANSI/ESD STM97.2-2016, section 5.3.1: installed or applied floor material | Footwear/flooring system voltage in combination with a person | Five tests per floor material, or five for every 460 m² (5,000 ft²), whichever is greater | Record the three highest readings per test. Where such areas exist, at least three of the five tests should be in areas subject to wear, chemical or water spillage, or visible dirt. |
| ASTM F150-25, section 8.3: installed floor | Electrical resistance of conductive and static dissipative resilient flooring | Five tests per floor surface material, or five per 5,000 ft² of floor material, whichever is greater | For existing or previously tested floors, at least three of the five tests should be in areas subject to wear, chemical or water spillage, or visible dirt. |
| FAA-STD-019f, section 5.8.9.1: surface resistance validation | Surface resistance (Rtt) of ESD control floors, carpets or floor mats | Five readings at different locations, averaged | For each 500 ft², or fraction thereof, of equivalent floor surface. |
| FAA-STD-019f, section 5.8.9.2: separate surface-to-ground resistance validation | Resistance from floor surface to ground (Rtg) of ESD control floors, carpets or floor mats | Five readings at different locations, averaged separately from Rtt | For each 500 ft², or fraction thereof, of equivalent floor surface. |
| ESD TR53-01-22: compliance verification | As-found condition of ESD control items | The organization performing verification must determine sample size | Verification should occur where the ESD-sensitive (ESDS) item is likely to reside or be handled. |
| Manufacturer-specific instruction — Stonclad ESD | Surface resistance of Stonclad ESD | At least ten readings, with locations marked on a map | Not a general industry sampling rule. Per 1,000 ft² (93 m²). This is a product-specific manufacturer instruction. |
Area conversion note: 500 m² is approximately 5,382 ft²; 5,000 ft² is approximately 464.5 m²; 500 ft² is approximately 46.5 m². These area bases are different. Retain the units and thresholds stated in the governing document. The STM97.2 row preserves that method’s published pairing of 460 m² and 5,000 ft².
Conditions for STM97.1 installed-floor qualification
Which installed floors the count covers
ANSI/ESD STM97.1-2025 section 6.3 requires its qualification procedure for a newly installed floor that was not evaluated under section 6.1 before installation, or an installed floor whose history and/or manufacturer is unknown. The evaluation uses footwear intended for that flooring system.
Exactly 500 m² and partial blocks
STM97.1-2025 section 6.3.1 states the less-than and greater-than 500 m² cases in the table, but that provision gives no rule for an area of exactly 500 m² or for a partial 500 m² block.
For project planning, resolve these cases in the test plan with the party responsible for acceptance before testing, and document the agreed sampling basis. This is practical guidance for addressing the unspecified cases, not an additional sampling rule stated in section 6.3.1.

Frequently Asked Questions
No. For installed product acceptance under ANSI/ESD STM7.1-2020, both resistance to ground and resistance point-to-point are required. Each measurement needs at least five tests at different locations per contiguous flooring area or at least five per 500 m², whichever is greater. For static control floor mats, each measurement requires at least one test per 2 m².
No. Under ANSI/ESD STM97.2-2016 section 5.3.1, the three highest readings are recorded for each installed-floor voltage test. The sampling count is five tests per floor material or at least five tests for every 460 m² (5,000 ft²), whichever is greater. Where areas subject to wear, chemical or water spillage, or visible dirt exist, at least three of the five tests should be conducted in those areas.
Yes. FAA-STD-019f requires at least five readings at different locations, averaged for each 500 ft² or fraction thereof of equivalent floor surface. This applies separately to surface resistance (Rtt) under section 5.8.9.1 and surface-to-ground resistance (Rtg) under section 5.8.9.2 for ESD control floors, carpets or floor mats.
The organization performing the ESD TR53-01-22 compliance verification procedures must determine the sample size. Verification should assess the as-found condition where the ESD-sensitive item is likely to reside or be handled.
