Filling-Point Floor Exception

Under the German technical rule TRGS 727, which addresses ignition hazards from electrostatic charges, an insulating floor can be tolerated at a road-tanker or rail-tank-car filling point only when all three conditions are met:

  • Sealing the ground at the filling point is unavoidable.
  • The filling point is used only rarely.
  • Additional measures ensure that people near the tanker or rail tank car are grounded or do not become dangerously charged.

These provisions are from the January 2016 edition, corrected July 2016.

Where the exception applies

Road tankers
Section 4.4.2
Rail tank cars
Section 4.4.3

TRGS 727 states the exception separately in section 4.4.2 for road tankers and section 4.4.3 for rail tank cars. Both provisions retain the same three conditions.

The related guide to bonding and grounding in flammable-liquid transfer explains equipment connections through a CSB case study. This filling-point exception comes from the separate German rule.

Frequently Asked Questions

No. Under TRGS 727, January 2016 edition corrected July 2016, the ground sealing must also be unavoidable, and additional measures must ensure that people near the road tanker or rail tank car are grounded or do not become dangerously charged.

The insulating-floor provisions in TRGS 727 sections 4.4.2 and 4.4.3 do not specify a numerical use frequency. Rare use remains one of three conditions, alongside unavoidable ground sealing and additional measures that ensure nearby people are grounded or do not become dangerously charged.
