Mats and Runners in Place of Conductive Floors

A conductive mat or runner used in place of a conductive floor must meet all the specifications and tests that apply to conductive floors under both DA Pam 385-64 and DoD Manual 4145.26. Using a mat for a localized hazard does not create an exemption from those requirements.

DA Pam 385-64, Ammunition and Explosives Safety Standards (24 July 2023), does not require conductive flooring throughout an entire building or room when the hazard is localized. In those cases, conductive mats or runners may be used where appropriate.

DoD Manual 4145.26, DoD Contractor’s Safety Manual for Ammunition and Explosives (13 March 2008, incorporating Change 2 dated 31 August 2018), states in C6.4.7.2 that conductive mats or runners used instead of conductive floors must meet all the specifications and test requirements that apply to conductive floors.
