Combined Resistance Budget
DoD Manual 4145.26 limits the combined resistance of the person’s body, conductive shoes, and floor-to-ground path to 1,000,000 ohms (1 MΩ). The limit does not apply to the floor alone.
These provisions come from the DoD Contractor’s Safety Manual for Ammunition and Explosives, dated 13 March 2008 and incorporating Change 2 of 31 August 2018.
How the shared resistance limit works

Paragraph C6.4.7.5.1 permits different maximums for the floor-to-ground path and the person’s body plus shoes, provided their combined resistance does not exceed 1,000,000 ohms.
The manual gives this example:

The equal split is an example, not a required allocation. The controlling requirement is the combined limit.
Minimum resistance still applies

The allocation does not remove the separate minimum-resistance provision in C6.4.7.5.2. Floor-to-ground and tabletop-to-ground resistance must each:
- Exceed 40,000 ohms in areas with 110-volt service.
- Exceed 75,000 ohms in areas with 220-volt service.
A ground fault interrupt circuit also meets this minimum-resistance requirement.
