DA Pam 385-64 prohibits conductive footwear for personnel working on electrical equipment or facilities. DoD Manual 4145.26 prohibits conductive shoes for electricians working on electrical equipment and also requires exposed explosives and other static-sensitive hazardous material to be removed before that work begins.

DA Pam 385-64, Ammunition and Explosives Safety Standards (24 July 2023), states that personnel working on electrical equipment or facilities must not wear conductive-sole safety shoes or other conductive footwear under any circumstances.

DoD Manual 4145.26, DoD Contractor’s Safety Manual for Ammunition and Explosives (13 March 2008, incorporating Change 2 dated 31 August 2018), addresses electrical work in two paragraphs:

  • C3.8.5: Electricians must not wear conductive shoes while working on electrical equipment. Exposed explosives and other static-sensitive hazardous material must be removed before work begins.
  • C6.4.7.4: Personnel required to work on electrical equipment in areas where conductive floors are installed must not wear conductive shoes. They must not begin work until operators remove all ammunition and explosives sensitive to electrostatic discharge.
