A footwear/flooring system used for personnel grounding must meet both qualification limits in ANSI/ESD S20.20-2021 Table 2: system resistance below 1.0 × 10^9 ohms and peak body voltage below 100 volts. Meeting the resistance limit alone does not qualify the system.

The resistance measurement includes the person
ANSI/ESD STM97.1-2025 measures the electrical system resistance of a person wearing footwear or foot grounders while standing on a flooring system.
A resistance measurement on the flooring alone, or on the footwear alone, is a different measurement. Neither replaces the person–footwear–flooring system result.
Each combination needs its own qualification
S20.20-2021 requires product qualification for each footwear and flooring type combination used by the organization. Request both test results for every combination being qualified.
