The trade combines substrate preparation, decorative placement, and mechanical grinding and polishing in a single scope, which concentrates most of a project’s risk in who performs the work and who supervises it. What a Terrazzo Contractor Does — and Where the Scope Ends

Terrazzo looks like one product but is installed as several distinct systems, alongside precast elements and tile formats that involve different trades entirely. Terrazzo flooring contractors differ accordingly — and the first thing to establish about any bidder is whether their real capabilities line up with the work your project actually contains.

What does a commercial terrazzo contractor actually deliver?

A full-scope terrazzo contractor carries the floor from substrate to finish: evaluating and preparing the slab, setting divider strips to the approved layout, placing the aggregate-and-binder topping, then machine-grinding, grouting, and polishing the cured surface into the finished wear layer. The mechanical finishing half of that sequence is what most separates specialists from generalists. TERRAZZCO’s published installation procedures state that a conventional epoxy-terrazzo sequence may include rough grinding followed by color-matched epoxy grouting of pinholes and voids before final polishing. Some proprietary systems report groutless sequences. Placement can look acceptable and still produce a poor floor if the grinding and polishing are rushed or under-equipped, so when you evaluate terrazzo floor installers, weigh their finishing capability as heavily as their placement record.

Does the contractor’s experience match the system you specified?

Epoxy and cementitious terrazzo are different systems with different substrate demands, placement methods, and failure modes, and the cementitious family itself spans several assemblies — including polyacrylate, a polymer-modified variant. A contractor fluent in one system is not automatically fluent in another: thickness, weight, cure behavior, and substrate preparation all change, and so does the crew experience required. Ask every bidder for completed commercial projects in the same system your documents specify, not terrazzo work in general. Who fabricates the precast elements on your project?

Stairs, treads, cove base, wall panels, and countertops are usually precast rather than poured in place, and buyers rarely ask where those elements come from. It matters: many flooring contractors purchase precast from third-party fabricators, which splits accountability for color match, dimensional fit, and schedule between two companies. Terrazzo tile is a different trade — an honest boundary

Small-format terrazzo tile is a budget-grade product category with seams and grout lines to maintain, and setting it is a tile-contractor trade Craftsman does not perform. A poured-terrazzo contractor who claims every tile scope should prompt a follow-up question about who actually performs the setting. Large-format commercial terrazzo tile is different: it reads as a monolithic floor only when it is ground flat and polished after setting, and Craftsman performs that grinding and polishing scope in collaboration with the setting contractor on qualifying projects. Can the contractor evaluate an existing floor, or only place a new one?

An existing terrazzo floor can often be repaired, re-ground, and repolished when its condition permits — and when it does, renewal in place is sometimes the better commercial decision. But “when condition permits” is the operative phrase, and it takes an experienced contractor to make that call honestly. Restoration judgment is real scope: matching aggregate and color in patches, repairing cracks without telegraphing them, and choosing methods that avoid damage. GSA’s historic-terrazzo guidance calls for project-specific patching, crack repair, aggregate matching, and color matching. Its governing preservation principle is to select the cleaning or repair method that causes no damage, or the least unavoidable damage. That federal standard for historic buildings is a useful benchmark for the mindset you want on any building. Ask any bidder how they assess condition before they promise an outcome, and be wary of one who recommends replacement without examining what you have. What Should Happen Before Anyone Mobilizes

Most terrazzo change orders are born before installation starts — in conditions nobody tested, scopes nobody assigned, and assumptions nobody wrote down. Preconstruction review is where a capable contractor shows its discipline.

What should a contractor review before you rely on their price?

Before a terrazzo price means anything, someone has to look at the project: substrate condition and flatness, moisture exposure, slab joints and expected movement, divider-strip layout, access and staging, the adjacent trades working alongside, protection requirements, and where the terrazzo sequence falls in the construction schedule. Every one of those items left unexamined at bid time is a candidate change order later. Whoever you hire, ask what they reviewed before pricing. The answer tells you whether the number is engineered or guessed.

Moisture limits are written by the product, not the contractor

Resin-based terrazzo systems carry written substrate requirements set by their manufacturers, and a competent contractor works to the specified product’s numbers rather than to habit. As one example of how specific those limits get, Morricite installation guide limits untreated-concrete moisture-vapor emission to 3.0 pounds per 1,000 square feet per 24 hours under ASTM F1869 and requires the slab surface to remain at least 5°F above ambient dew point during placement. These requirements belong to that product, not to terrazzo in general.

Moisture also shapes which system gets specified in the first place. Polyacrylate terrazzo is a polymer-modified cement system with a nominal 3/8-inch topping. The published systems reference identifies it for projects where moisture-vapor conditions or limited replacement depth affect system selection. The evaluation question is simple: can your contractor name the limits your specified product imposes, explain how the slab will be tested against them, and price mitigation before work begins? A contractor who discovers moisture mid-project prices it as a change order instead.

Divider strips and crack control are risk decisions, not just design

Divider strips do double duty in terrazzo: they define the design, and they participate in how the floor handles movement. The two jobs are not interchangeable — Published epoxy-terrazzo guidance states that divider strips placed for decoration do not prevent cracking. Movement-joint and crack-control requirements must be coordinated with the concrete and project documents. That makes layout review a contractor competency, not a drafting afterthought.

A capable terrazzo contractor reads the structural drawings, flags slab joints the finish layout ignores, and puts the reconciliation in writing before placement. Ask who on the bidder’s team performs that coordination and where its record will live — because a crack that follows an unaddressed joint is an argument about responsibility you want settled before it exists.

Lock the design with a physical sample before anything is poured

Terrazzo is a poured decorative material, and natural variation is part of what you are buying — which is exactly why the design decisions that matter, aggregate selection, binder color, and divider layout, should be locked against an approved physical sample rather than a rendering. The sample-approval step protects both sides: you get a contractual reference for what the finished floor should look like, and the installer gets a defined standard to finish to. Treat it as a selection criterion in its own right — a contractor with an established sample and approval process is showing you quality control before the first bag of aggregate arrives. Reconcile the price against the exclusions before you award

Two terrazzo bids are rarely pricing the same scope. Before you compare numbers, compare exclusions: existing-floor removal, substrate repair, moisture mitigation, temporary protection, after-hours or phased work, and final cleaning all sit inside some bids and outside others. UW–Madison’s terrazzo specification requires a removable two-coat sacrificial polyurethane barrier during construction. This is one public example of an owner assigning protection explicitly; on most projects, protection and its cost land wherever the contract lets them fall. A price that cannot be reconciled with the specified system and the actual site conditions is not a low price; it is an incomplete one.

Ask each bidder for assumptions, exclusions, and the conditions that would trigger a change order, in writing, before award. Contractors who manage this well have that list ready.

Are Your Terrazzo Bids Actually Independent?

Several bids on a table looks like competition, but the count of bids does not by itself establish independent competition. Whether it exists depends on facts a buyer is allowed to ask about: who owns each bidding entity, where the material and fabrication come from, who will employ the installers, and where the scope goes after award. None of the questions below assumes wrongdoing by anyone — they are ordinary procurement diligence, asked the same way of every bidder, and capable contractors answer them as a matter of course.

Membership is one fact; demonstrated qualification is another

Trade-association membership and demonstrated installer qualification are separate facts, and a sound evaluation never uses one as a synonym for the other. A particular project specification may make association membership — or another bidder requirement — a condition of eligibility, and where it does, that requirement governs that procurement; membership is neither universally required nor without value.

What membership does not do, in either direction, is answer the execution question. That is answered by objective evidence: relevant experience in the specified system, completed projects, a direct-labor structure, named field supervision, safety systems, insurance and bonding, manufacturer authorization where the selected product requires it, mockups, quality-control procedures, closeout capability, warranty responsibility, and the capacity to perform corrective work.

A buyer can respect a specification’s eligibility criteria and still verify those qualifications separately for every bidder — including the ones whose eligibility is not in question. Technical documents published by a trade association remain useful scoped references either way; citing them implies nothing about any contractor’s membership, endorsement, or standing.

Who owns and controls each bidding entity?

The first independence question is ownership: which legal entity is actually submitting each bid, and who ultimately owns and controls it? The second is relationships among the bidders themselves. Apparently competing companies can be related through common ownership or officers, shared managers or estimators, shared administrative staff, shared addresses or phone systems, or other shared operations. Depending on how the bids were prepared, those relationships may affect whether the proposals represent independent sources of scope and price.

There is also a supply-chain version of the same question: a bidder may be a manufacturer, authorized dealer, affiliate, sister company, distributor, fabricator, subcontractor, or installation partner of another bidder or of a proposed participant in the work. None of these relationships is improper in itself, and none should be assumed of any particular company; the point of diligence is simply that relationships be disclosed before prices are compared, because a disclosed relationship changes how you read the numbers.

Follow the scope: who fabricates, who supplies, who installs

A terrazzo bid is a bundle of scopes, and independence should be examined scope by scope. Ask who fabricates the precast — stairs, treads, cove base, wall panels — and any other project-specific components, because two bidders quoting the same third-party fabricator may share cost, schedule, or production dependencies on that scope even if their remaining proposals are independently prepared. Ask who supplies the resin, aggregate, and divider materials, and whether a closed or restricted distribution relationship narrows the realistic bidder pool for the specified product. And ask who will employ and supervise the installers. If two proposals ultimately draw on the same crews or installation partner, the buyer should determine which parts of the labor plan, supervision, responsibility, and price are actually independent rather than assuming the answer from the bidders’ names.

What happens to the scope — and the responsibility — after award?

The delivery structure can change after the contract is signed, so ask before award whether any part of the scope will be transferred, subcontracted, or assigned afterward — and specifically whether it could pass to another bidder or to an entity related to one. If an unsuccessful bidder later performs part of the awarded work, that does not by itself prove the original bids were coordinated, but it is a relationship the owner may reasonably want disclosed because it changes the delivery structure the bids appeared to represent.

The same discipline applies to responsibility: identify, by legal name, the entity that signs the contract, the entity that issues the workmanship warranty, the counterparty behind any material or system warranty, the entity that administers claims, and the entity that will actually perform corrective work if the floor fails. These functions are sometimes one company and sometimes legitimately divided among several; neither arrangement should be assumed. What matters is that the bid documents say which it is, so that turnover does not become the moment you discover who you were really buying from.

Normalize the bids before you compare the numbers

Genuine independence is ultimately about pricing: does each bid represent an independent source of scope and price, built from its own takeoff, labor plan, and risk assessment? Even fully independent bids cannot be compared until they are normalized — the assumptions, exclusions, allowances, and change-order triggers reconciled line by line, the way the preconstruction section above treats exclusions. A bid that excludes moisture mitigation is not lower than one that includes it; an allowance expected to be consumed is not a saving; a foreseeable change-order trigger belongs in the real-price comparison.

Normalization and independence answer different failure modes — one reconciles scope, while the other tests whether the proposals are genuinely separate sources of scope and price. A disciplined award process uses both checks consistently and without accusation.

A disclosure checklist for terrazzo procurements

Bidding entity: the exact legal name of the entity submitting the bid, and any trade names it uses.

Ultimate ownership and control: the person or parent that ultimately owns and controls the bidding entity.

Related bidders disclosed: any relationship to another bidder on this project — ownership, officers, managers, estimators, staff, addresses, phone systems, or other shared operations.

Material supplier: who supplies the resin or cement, aggregate, and divider materials, and any exclusive or restricted distribution relationship affecting them.

Fabricator: who fabricates the precast elements and any other project-specific components.

Installer employer: the legal entity that employs the installation crew.

Field supervisor: who supervises the work on site day to day, and who employs that supervisor.

Proposed subcontractors and installation partners: every entity proposed to perform any part of the scope.

Contracting entity: the legal entity that will sign the contract.

Workmanship warranty issuer: the entity that issues and stands behind the workmanship warranty.

Material or system warranty counterparty: the manufacturer or other counterparty behind any material or system warranty.

Corrective-work counterparty: the entity that will perform corrective work if a defect appears.

Bid assumptions and exclusions: every assumption, exclusion, allowance, and condition that would trigger a change order.

A complete written response gives the buyer a common record for comparing every bidder. The checklist accuses no one; it simply puts the facts relevant to independence on paper before the award instead of after it.

Who Actually Installs Your Floor

Two bids can describe the same finished floor and conceal entirely different companies underneath. How a contractor sources, trains, and supervises its installers decides your schedule control, your field communication, and who answers when something goes wrong.

Direct employees or subcontracted crews — why the answer moves your risk

Ask every terrazzo bidder one question first: who employs the people who will place and finish this floor? When installation passes to a subcontractor or an assembled day-labor crew, your schedule and quality now run through a company you never evaluated — field questions travel through an extra layer, commitments are made by one party and kept by another, and accountability has somewhere to go besides the name on your contract.

Craftsman’s installation crews are direct W-2 employees, and installation labor is not subcontracted. The difference is operational, not rhetorical: instructions move from employer to employee, schedule commitments are made by the company that actually controls the labor, and the crew’s performance history belongs to the contractor you can hold to it.

Training, supervision, and safety are part of the product

A terrazzo floor is produced by heavy grinding equipment in the hands of people making judgment calls hour by hour, so the training and supervision behind the crew are as much a part of the product as the aggregate. Evaluate them directly: ask who supervises the work day to day, how operators qualify on the equipment your system requires, and for the safety documentation and prequalification materials your procurement process needs — a qualified commercial contractor expects those requests. The employment model feeds this too.

Because Craftsman’s installers are W-2 employees — trained, insured, and accountable — the investment in how they work stays inside the company instead of resetting with each project’s labor pool. Whoever installs your floor, you want evidence that skill is built and supervised deliberately, not assembled ad hoc.

Consistency is a structure, not a promise

For owners with work in more than one region, the question changes from whether this crew is good to whether the fifth project will match the first. Consistency across locations is a function of structure: who employs the installers, whose standards govern the work, and whether quality depends on whichever local labor market the project lands in.

A firm price produced without a site visit, substrate data, or a document review to stand on. No clear owner for product selection and manufacturer coordination. None of these requires assuming bad faith — but each one transfers risk from the contractor’s side of the table to yours, and each is easiest to fix before award, while you still have alternatives and leverage.

The questions to ask before you award terrazzo work

A short interrogation protects a long ownership. Before awarding, ask each finalist: Who employs the installers, and is any installation labor subcontracted? Who supervises the work on site, day to day? Which completed projects used the same terrazzo system we are specifying? Who reviews substrate, moisture, and slab joints — and when, relative to your price? Who selects the products and coordinates with their manufacturer? What is excluded, what is assumed, and what conditions would trigger a change order? What does closeout include? And who — one counterparty, by name — stands behind the floor after turnover?

One Contractor Across Sites, Phases, and Years

Commercial terrazzo rarely ends with a single slab: programs repeat across locations, and buildings phase over years. Contractor structure should match that horizon.

Multi-site and phased programs run better under one operating standard

When terrazzo repeats across locations — a rollout of facilities, a campus, a portfolio — the expensive part of each new site is re-establishing everything: contractor qualification, specifications, expectations, and lessons already learned. Repeat and multi-location accounts can address this with a Master Service Agreement, using one contract vehicle for recurring work, so each site executes under terms and standards already in place instead of restarting procurement from zero.

Phased projects benefit the same way: one counterparty carries context from phase to phase rather than each phase inheriting a stranger. The evaluation question for any contractor bidding program work is whether their contracting structure and their delivery structure both scale — a single agreement is only useful if the same operating standards genuinely show up at every site behind it.

Documentation, closeout, and who stands behind the floor

Know before award exactly who answers for the floor after turnover — the company on your contract, or a subcontractor you never selected. Get the warranty and its counterparty in writing, and set closeout expectations early: care and maintenance guidance, product documentation, and the warranty terms themselves, delivered as a package rather than reconstructed later from emails. This is where the labor model completes its argument.

The building’s own maintenance program does the daily work, and closeout from your contractor should include care guidance for the installed system. Equipment, repetition, and finishing. Terrazzo placement and mechanical grinding and polishing are their own disciplines with their own machines and judgment, and a general flooring company may carry terrazzo on its line card while subcontracting the actual installation. That is not automatically disqualifying — but it returns you to the first question on this page: who actually employs the people finishing your floor?

It depends on the specification, not on the trade. A particular project specification may make association membership an eligibility requirement for bidding, and where it does, that requirement governs that procurement.
