Terrazzo and polished concrete are often grouped together because both are ground and polished to a smooth mineral finish, but they are structurally different floors. Terrazzo is an installed system of decorative aggregate set in an epoxy or cementitious binder, placed over a prepared substrate or fabricated as precast elements, then ground and polished so the topping itself becomes the finished wear surface. The Structural Difference Between Terrazzo and Polished Concrete
Terrazzo Is an Installed Topping or Fabricated System
Terrazzo is decorative aggregate, commonly marble or other stone and glass chips, set in an epoxy or cementitious binder, placed over a prepared substrate, and then ground and polished as the finished surface. The topping is its own wear layer, engineered separately from the structure beneath it, which is why a terrazzo floor’s color, pattern, and texture can be specified rather than inherited.
Principal formats include poured epoxy terrazzo, poured cementitious terrazzo, precast terrazzo elements, and terrazzo tile, and the formats are not interchangeable. Which system a project should use depends on the specification, substrate and moisture conditions, exposure, design, intended use, and the maintenance plan, the same variables that drive terrazzo installation planning on any commercial project.
Mechanically Polished Concrete Turns the Slab Into the Finished Floor
Mechanically polished concrete uses the concrete slab itself as the finished wear surface. Crews mechanically grind, hone, and polish the structural slab with progressively finer diamond abrasives, and a penetrating densifier applied during refinement chemically hardens the concrete. The completed system also includes a penetrating stain guard that is applied and burnished into the finished surface, and that stain guard, rather than the densifier alone, is where the floor’s stain protection comes from. No topping is placed, so the surface people walk on is the same concrete that holds the building up.
The penetrating stain guard does not turn the floor into a grind-and-seal system. In grind-and-seal, the film-forming sealer or coating is the wear surface; in polished concrete, the refined concrete remains the wear surface, with the stain guard protecting it rather than replacing it.

Thickness, Floor Height, and Transitions
A terrazzo topping adds real thickness that must be coordinated with door clearances, thresholds, ramps, and every adjacent finish. The published epoxy-terrazzo system reference describes epoxy terrazzo options at nominal 1/4-inch thickness with #0 and #1 aggregate, or nominal 3/8-inch thickness when #2 aggregate is used. Those are published system options rather than a universal project specification, and cementitious systems generally build up more assembly thickness than epoxy, so the specified system decides what the details must absorb.
Polished concrete leaves floor elevations where they are; grinding removes a small amount of surface paste, and the system’s penetrating treatments add no measurable thickness. Renovations that cannot absorb an elevation change at doors, storefronts, or equipment lines often favor polishing for that reason, while projects that want a new, level decorative plane over a rough or patched slab get exactly that from a terrazzo topping.
Appearance Control, Aggregate and Color Design, and the Slab
Terrazzo Appearance Is Specified Before Installation
The defining design property of terrazzo is that its appearance is selected in advance and held to a standard. Design variables may include aggregate selection, binder color, divider-strip layout, and an approved physical sample, so a design team can choose the chips, the matrix color, and the pattern geometry, then measure the installed floor against the sample it approved. Divider strips double as design tools, carrying borders, patterns, logos, and multi-color layouts across large floors.
Terrazzo remains a poured decorative material, and natural variation from the approved sample should be expected; the sample controls the standard without promising chip-for-chip replication. A polished concrete floor’s appearance is revealed rather than specified. The cement color, the aggregate in the original mix, the finishing and curing history of the pour, and every saw joint, crack repair, and patch in the slab remain visible parts of the finished floor. The grinding depth sets the character, from cream finishes that keep the surface paste to deeper cuts that expose sand or larger aggregate, and dyes can shift tone, but all of it works within what the slab already contains.
For many buildings that fixed character is the appeal. A well-placed slab polishes into a clean, monolithic surface whose look belongs to the building itself, and the range of achievable finishes is laid out under styles of polished concrete floors.
Substrate Conditions Set Different Limits for Each System
The quality ceiling of a polished concrete floor is set by the slab. Polishing cannot add material, close joints, erase patch lines, or turn a poorly finished pour into a uniform surface, so a polishing recommendation has to start with a slab assessment rather than a finish sample.
Terrazzo depends on its substrate differently. The topping needs a sound, prepared base and a system matched to the substrate and moisture conditions, and while a new wear layer hides cosmetic slab defects, structural movement does not go away. Divider strips placed for decoration do not prevent cracking. Movement-joint and crack-control requirements must be coordinated with the concrete and project documents, which is specification work rather than field improvisation.

How a Terrazzo Floor Gets Built
Poured terrazzo is placed as a wet system and finished mechanically. The aggregate-and-binder mix goes down over the prepared substrate to the specified design, cures, and is then ground flat. In the construction schedule, poured terrazzo typically installs after the building is enclosed and conditions can be controlled, needs its cure and grinding window, and then needs protection while the remaining trades finish. How a Polished Concrete Floor Gets Built

What Each Choice Means for New Construction and Renovation
Choosing polished concrete on new construction turns the concrete scope into a finish specification. Flatwork quality, finishing and curing methods, joint layout, and slab protection directly determine what the polished floor can look like, so the decision pays for itself when it is made before the slab is placed rather than after.

The structural slab can be ordinary structural concrete, the finish decision can stay open longer, and the terrazzo scope then claims its own installation window late in the job. Long-horizon civic and institutional buildings lean the same way, and some programs remove the choice entirely. The 2021 U.S. Courts Design Guide directs certain public-circulation courtroom areas to terrazzo or stone and identifies polished concrete as unacceptable in those areas. That direction applies to the specified court areas only, but it shows how formal public architecture can write the appearance standard into the program itself.
Where Polished Concrete Is the Stronger Decision
Polished concrete is the stronger decision when a sound slab already exists and its character fits the program. Warehouses, industrial and back-of-house spaces, and plenty of retail, office, and public areas are well served by a refined structural slab, and budget-led projects get a finished, serviceable floor without buying an installed topping. It is also the practical answer where floor elevations cannot change at doors, storefronts, docks, or equipment lines.
Polished concrete also wins where exposed structure is the design intent. When the design calls for the building’s own concrete, joints and pour history included, terrazzo would buy appearance control the program does not need.
Specification Risk Runs in Both Directions
The most common polished concrete failure is an expectation failure. A specification that assumes terrazzo-grade uniformity, consistent color, and an unblemished field from an ordinary structural slab sets up a dispute, because the slab was never going to deliver it. The protection is to inspect the actual slab, define exposure and gloss with samples or a mockup in the actual building, and let the slab’s condition set the finish expectations in writing.
Terrazzo specifications fail differently. The recurring risks are substrate and moisture conditions that were never evaluated, movement joints and crack control left uncoordinated with the concrete documents, thickness and transition details discovered during construction instead of design, and format confusion between poured systems, precast elements, and tile, which are not interchangeable. An approved physical sample, an early substrate and moisture review, and transition details drawn before bid remove most of that risk.
